About the event
As underlined in the Draghi Report on EU competitiveness, Europe continues to face a persistent “innovation gap” compared to its global competitors. This gap reduces the capacity of European companies to grow, scale, and lead in strategic technologies. Bridging it requires not only ambitious policy choices but also well-designed financial instruments capable of mobilising resources, de-risking investments, and accelerating the development of key technologies.
In this context, the European Commission’s proposal for the next Multiannual Financial Framework (MFF) 2028–2034 places innovation at the centre of the EU’s long-term strategy for competitiveness, sustainability, resilience, and technological leadership. The proposal includes a strengthened Horizon Europe programme, with a tripled innovation pillar amounting to nearly €40 billion, and a renewed European Innovation Council (EIC) with ARPA-like features to better support high-risk, high-reward projects.
